AKAROA AND WAINUI ROAD BOARD.
Saturday, July 27. A meeting of this Board was held on the above date.
Present—Messrs Duxbury (Chairman), Curry, and Williams. The minutes of the meeting held on the 20th inst. were read and confirmed.
Mr L. Libeau waited on the Board to ask leave to take some logs across the rpad. at Duvauchelle's Bay. He offered to make good any damage which might be done. Mr Williams thought that to grant the permission sought for would establish a bad precedent. The Chairman considered that the Board should not throw obstructions in the way of any local industry. Such things had been done before without any permission, and as Mr Libeau had had the courtesy to come and ask for permission, he thought they should grant it. Ultimately it was agreed that Mr Libeau should be allowed to roll the logs over the road, provided he did not interfere with the traffic. bridge in robinson's bay valley. Mr Sager appeared to object to the erection of this bridge, as he alleged that it encroached on his land. The consideration of the matter was' postponed till next meeting. GERMAN BAY VALLEY ROAD. A letter was received from Mr E. Lelievre, offering to sell a piece of land on the above road to the Board for £10, the Board to pay the cost of conveyance. The offer was accepted. endowment of road boards. Answers to the Board's circular of June 24 were received from the Port Levy, Okarito, Palmerston, Spring Creek, Okain's Bay, Ellesmere, Makarewa, Peel Forest, and Kanieri Road Boards. In every case the answers expressed concurrence in the views of the Akaroa and Wainui Road Board.
The following letter from Mr Montgomery on the same subject was also received:—
"Christchurch, 20th July, 1878.
" Sir, —I have the honor to acknowledge receipt of your letter of the 15th instant, together with the circular issued by your Board, and the replies from various Road Boards.
" You request me to give advice respecting the framing of a Bill to secure endowments of land to the Road Boards of the Colony, and ask me if I would support such a Bill if it were introduced to the Assembly. "In reply, I beg to state that I will gladly aid in carrying out your wishes in this matter, but permit me to call your attention to the magnitude of the proposed measure. The reserves would require to be of considerable extent to be' of substantial assistance to the Road Boards, aud to make such extensive reserves would, very largely affect the revenue the Government, no doubt, calculates on receiving from tbe sale of Crown Lands. It, therefore appears to me that there would be little probability of a private member carrying such a Bill as you propose through the House of Representatives if the Government opposed it.
•' I intend going up to Wellington on Thursday, the 25th instant, and after arrival there, I sh.U endeavor to obtain an interview with the Minister for Lands, when I will place before him your letter and circular, and th« letters from the Road Boards, and ask an expression of opinion from him. I shall telegraph or write to you immediately afterwards. "Should you wish to suggest another mode of procedure, please write me fully, and I shall give your letter my best attention. .
" I have the honor to be, Sir, " Your obedient servant, " W. Montgomery. "John Barwick, Esq., Clark to the Akaroa and Wainui Road Board." MOUNT BOSSU ROAD. The Engineer reported on this road. He had been over the ground, and found that a good road could be made, the gradient of not worse than lin 9. To get a better gradient would involve a very heavy expenditure for compensation. The Clerk was instructed to advertise for tenders for the construction of the upper portion of this road.
ONUKU ROAD. The Engineer reported that the cross measurements on this work were not according to specifications. Decided that the contractor be written to, informing him that the road must be handed over of the full width throughout.
