Constantinople, April 13. The Austro-Hungarian Ambassador here is negotiating for the eventual occupation by Austrian troops of Bosnia and Herzegovina. Vienna, April 13. Germany and Austria have rebuffed Roumania's appeal re the cession of Bessarabia.
London, April 11. Bishop Selwyn, formerly of New Zealand, died to-day. Prince Gortschakoff's note has arrived. It leaves the Congress question
open, reiterates that each Power has full liberty of action, and claims the same for Russia. There is great uneasiness in Roumania about the concentration of Russian troops, chiefly artillery, in strategic positions between Giurgevo and Bucharest. The movements foreshadow tho fulfilment of the threat to disarm the Roumanian army. SiNGAPonii:, April 12. The speech of. the First Lord of the Treasury is regarded at St. Petersburgh with disfavour, Russian troops are nearing Bucharest. Regarding the Congress, Prince Gortschakoff says he can only repeat his previons statement, leaving the Powers liberty of appreciation of action.
