AKAROA AND WAINUI ROAD BOARD.

Saturday, April 13. Present — Messrs Piper (Chairman,) Duxbury, Carry, Shadbolt, and Williams. The minutes of the "previous meetingwere read and confirmed. correspondence. From E. Chappell, re his being threatened by the Board with legal proceedings if he continued sledging on the Long Bay Road. He considered the Board had acted prematurely in stopping the road until it was made right through. It was a great hardship to himself and others. They had been shut out from using the. old road, and now they would not be able to use. the new one until the spring. Having noticed that the Engineer had passed the new road, he wished to draw attention to a part of it facing his section, where it was not near the proper width, and was nothing but a "Confounded, bungle." There was a steep sidling built up with little stones, and in the winter there was bound to be a slip which would carry away his fence, and fill his paddock with debris. , . The Clerk said he had seen the place referred to, and could endorse all that Mr Chappell had stated. There were culverts still required on the road, which was very far from being what he had expected. He should say its average width was only 13£ feet. Mr Williams moved, seconded by Mr Curry, that the Engineer be called upon to explain why the road was not finished according to specification. With reference to Mr Chappell's letter, Mr Williams was of opinion that the former dicision of the Board should be adhered to. Sledging on these graded roads which cost so much to form, should not be allowed. P damaged the roads very much, and it was not right that the whole district should suffer in order to benefit only one. or two. Resolved that the Board adhere to their former resolution. Morgan's fence. From Mr Moore Morgan, stating that the land taken up by the Long Bay Road, as now laid out through Section 12,769, was not yet conveyed. The Board had failed to fulfil their part of the contract with regard to the land already conveyed, only ten chains of fencing- having been put up on the lower side and none on the upper. Whereas the agreement was that they should fence both sides through sections 11,155, 11,438, and 12,769. He wished the Board would fulfil the. terms of their contract at once as he suffered from the cattle trespassing on his property. With reference to the land not already conveyed, he was willing to convey the same* atl £10 per acre. X, The Clerk was instructed to T «Sall for tenders for the above fencing at once. Mr E. Chappell. here, waited upon the Board in person and reiterated the statements made in his letter. The Chairman acquainted him with the dicision of the Board, and Mr Chappell then withdrew. Fiom the Chairman of the County Council, requesting information as to all rateable property in the district, arid the amount of rates collected during the year ended 31st March, 1878. From Mason Struthers and Co., informing* the Board.that they had no safe in stock of the dimensions ordered, but that.they had larger ones, of which the dimensions and prices were enclosed. The Clerk was instructed to'procure one 42 x 27 x 26. From the Registrar General, requesting* returns, for the year ended March 31,1878, of the number of dwellings, No. of ratepayers, amount of rates levied, the total annual value of rateable property, and the •No. of roads made or in course of con•stpuction.. Also the amount of revenue •arid expenditure, asse.ts»liabilities, outstand-ing-loans, and rate of interest.

At this point the Board adjourned for a short interval to await tho arrival of the Engineer, and on resuming, the Chairman explained Mr Chappells letter, and also stated that the. Clerk had examined the road, and found it much narrower than according lo the specification, and very unsatisfactory as a work.

The Engineer referred the Board to his last report on the road in question, in which he had stated that the contractors had not maintained the right width at the upper portion, but had exceeded it at the lower, which, as the greater amount of traffic would take place on the lower portion, he considered rather a benefit than otherwise. This matter, however, he had left to the Board. At the time of his examination the road averaged fully 15 feet in width throughout, but, with the number of cattle that strayed upon it, it was quite possible for it to have subsided -since that, and therefore appear narrower,;,, AJ£ the terms of specifications were to-be strictly adhered to in the future lie Would see that the work was so carried out. After some discussion it was agreed to leave the matter in the hands of the Engineer, who had yet a final examination to make, x The Clerk was instructed to write to the contractors, informing them that no further payment'would be made until the month for maintenance had expired, when a final survey would be made ; also that the road would have to be formed to its full width. HAINES' TRACK. The Clerk was directed to write to the Pigeon Bay Road Board to the effect that this Board intend clearing the above road 8 feet wide, also to ask them if they would be willing to pay half the cost of forming it 15 feet wide.

WAINUI KOAD. Tenders were ordered to be called for "this road, also for blinding the metal on the Ijjjttle River and Pigon Bay roads. Un the motion of Mr Duxbury, seconded fey Mr Shadbolt, tenders were directed to tie called for the work at Robinson's Bay "Valley, Hunt's, . Saddler's, and Pawson's ¥alley bridges, the same to be put in band as quickly as possible ; also for the •additional wings to the Wainui bridge. Mr Williams said if large sums of money were to be spent like this in small sections of the district, each part should be debited with the amount expended on it so that a fair and impartial expenditure should be made to each part of the district. Tenders. Robinson's Bay Flat. T. Brough and Co., three months, £1 3s 6d per chain ; culverts, £2 10s—£55 12s 6d. * G. Breitmeyer, two months, £2 per •chain ; culverts, £3—£93. J. Cairns and Co., four months, £1 18s per chain—£B9 16s. . Jones and Co., three months, £2 5s per •chain—£lol ss. H. Edmundson and Co., three months, £2 4s per chain—£99. W. Kenny, two months, £1 17s 6d per chain—£B4 7s 6d. * T. S. Johnson, three months, £1 15s per chain ; culverts, £3—£Bl 15s. Proposed by Mr Williams, seconded by jMr Shadbolt, and carried, that T. Brough's tender be accepted. Clearing Harman's Track.

Staples, two months, £78 10s. W. Jones, six weeks, £81. Reed and Bassett, five weeks, £80. ■Sigley and Dixon, six weeks, £87. Proposed by Mr Williams, seconded by Mr Duxbury, that Reed and Bassett's tender be accepted. Carried. Re arbitration in the case of Moore and Keegan's land, the Clerk was instructed to write to Mr Latter, requesting him to appoint a day for the purpose. PAYMENTS. W.
