AKAROA AND WAINUI ROAD BOARD.

Saturday, March 30.

Present—Messrs Duxbury (Chairman pro teni), Williams, and Shadbolt. The minutes of the last meeting were read and confirmed. CORRESPONDENCE. From the Chairman of the County Council, requesting to be supplied with the names in full of all ratepayers, and the total value of property in the district, to enable the County Electoral Roll to be made up before the 15th of April, in accordance with the 2nd clause of the " Counties Act, 1877." On the motion of Mr Williams, seconded by Mr Shadbolt, Mr A. I. McGregor was appointed to draw up the information required. From the Treasury, Wellington, asking for a return of the total amount of rateable property in the district, and the amount of rates received in respect of property. The Clerk was instructed to supply the necessary information.

From the same, notifying that the sum of £166 15s 4d had been paid in to the credit of the Board, at the Bank of New Zealand, Akaroa, being the second instalment of their share of the subsidy payable out of the consolidated fund, representing in all a total of £333 10s 9d. From Mr J. Struthers Williams, solicitor for Mr J. Vangioni, stating that through delay caused by his client being prevented going on with his contract by the owner of the land, Mr J. Glynan, the Board not having as yet legal title to the land, "his client had been put to great trouble, inconvenience, and loss of time of himself and four men. The damages were estimated at £30, which he now applied for, and threatened, in default of payment, that legal proceedings would be "taken for the recovery of the amounc claimed.

From Mr J. Glynan, stating that as the road had been furthei diverted seven chains lower from the line originally laid out and understood by himself, he was now willing to take £20 compensation. Also, asking permission to erect a swing-gate across the old Onuku road. Abo, with regard to the matter of J. Vangioni, contractor for the work on the new line of road, that, on the 24th ult., Vangioni asked him for a few lines, in order to give him time to finish his Wainui contract, so that the Road Board might have no pull upon him in his present contract, and further assuring the Board that he had in no way impeded the contractor, what was done being at his (Vangioni's) own suggestion.

The Clerk was instructed to reply to Mr Glynan, to the effect that the Board would offer no obstruction to the erection of a swing-gate on the old road, and in reply to Mr Williams, to state that the Board acknowledged no such claim, and that, moreover, the matter was now compromised. That part of Mr Glynan's letter relating to the matter was also ordered to be forwarded to Mr Vangioni's solicitor. Mr Morgan here waited on the Board re his land, which had been conveyed to the Board for the Long Bay road, and stated that only part of it had been so conveyed. The agreement was that the Board should fence both sides of the road. This had not been done, only the lower side being fenced, and in that some of his old fencing had been patched up, and made to answer the purpose. The upper side of the road had not been fenced at ail.

Mr Morgan was requested to put his claim in writing, and informed that the matter would be considered that day fortnight.

From the Engineer, informing the Board that he had made a final inspection of the work on the Long Bay road, and had found it satisfactory, but that part of Morgan's fencing had not beeu completed.

The Clerk was instructed to visit and report by the next meeting, the contractors to be called upon to finish the fencing.

From the Engineer, stating that he had not been able to inspect W. Kenny's contract at Wainui, but that he had asked the Clerk to make a report on the work, until he should be able to visit the locality. From Messrs Mason, Struthers and Co., and Messrs Morrow, Bassett and Co., enclosing quotations of prices for safes. It was resolved to purchase a safe 36 x 27 x 26 from Messrs Mason, Struthers and Co. From H. Buehanan, Esq., asking for the number of the section to be inserted on the receipt for rates paid. The Clerk said the rates in question had beee already paid by Mr R. Stewart. He was according instructed to insert .the number, and to refund the amount of the rates to Mr Buchanan. Tenders. Barry's Bay Valley Road, Funnel and Ward —3 months. £1 8s per chain ; culverts, £1 ss; breastwork, £5 —£29 18s. Louis Libeau—l mouth, £1 10s per chain ; breastwork, and two culverts, £6 10s—£30 10s.

W. Widdicombe—l month. £1 5s per chain : breastwork, £6 ,* two culverts, £il—£29. J. Wright—2 months, £3 5g per chain— £52. J. Thomas—2 months, £2 9s per chain— £39 4s. Funnell and Ward's tender was accepted, on condition that they agree to complete the work in six weeks. Mr Williams wished it to be noticed, that though Widdicombe's tender was the lowest, it had not been accepted owing to the unsatisfactory work put iv previously by the tenderer. This, however, was not to be taken as excluding him from future tenders, but merely to act as a caution, and to show that the Board required work to be properly carried out. Children's Bay Roid. G. Raven—l month, £26. W. Maltby — 3 months, £1 6s per chain ; four culvertp, at 15s—£19 18s. W. Jones —1 month—£24. J. Cairns—6 weeks, £1 5s uer chain— £16 ss. J. Woodill—l month, £1 5s per chain— £15 ss. Funnel and Ward—l month, 14s per chain ; four culverts, at JOs each— £11 2. ; :. The tender of Messrs Funnel and Ward was accepted. Wainui Valley Eoad. J. Thomas—l month, £16 10s., accepted. A document was read from the owners of property through which a proposed line of road to the light-house from Akaroa would pass, stating their willingness to give what land would bo required free of compensation, to induce the Board to assist the Marine Board in the formation of a dray road to the light-house. The Chairman said that if tho Minister of Public Works would send down a thoroughly competent surveyor, and force the road through, regardless of compensation, the Board should subsidise with half the amount granted. It was the general opinion of the Board, that the Onuku road was the proper line for the proposed road, and not over the range beneath Brazenose, as suggested. The Clerk was instructed to make a preliminary survey of this route, and report. Mr Williams proposed, seconded by Mr Shadbolt, that the Government be asked what amount they would be willing to grant, and whether they would survey the line, the Board undertaking to maintain the road in the future. The Clerk was instructed to visit Morgan's fence, and to call tenders for the completion of the fencing on the compensated land.
