[Special to the Wellington • V "Post." Feb. 4. IJlzroum has surrendered unconditionally to the Russians. The general feeling on the part of the Russian public is against the proposed Conference to be held at Vienna, in order to arrange the terms of peace which would be approved by the great Powers. Hobart Pasha, with five ships of war has gone to the Pimus, in connection with the declaration of war against Turkey.
