RUSSO-TURKISH WAR.

The Morning Post states that the English Cabinet have had under consideration a circular despatch.from the Porte, intimating their willingness to accept of the mediation of the European Powers. A Russian attack on Erzeroum appears imminent. The British Consul has left, taking away the Consular Archives. Argus Special. Dec. 16. The Turks have evacuated Elena. Servia has declared war, and it is probable will operate with Roumania against Widdin. A Turkish circular to neutral powers said Turkey was instigated by England. Servia justifies declaration of war against Turkey on grounds of oppression! . ■ ; Forty thousand Russians reinforced Gourka. v
It is improbable that the Russians will- consent to. 'ah armistice unless upon definite peace proposals. v
. The Servians received a check in their first encounter with the Turks. ,
The Grand Vizier desired that 1 a telegram be despatched to all the European Courts, begging immediate mediation.
Osman Pasha committed suicide by poison, the supposed cause being the Moslem inveterate objection to. amputation.
