AKAROA AND WAINUI ROAD BOARD.
Saturday, Nov, 3,
Present — Messrs Piper (Chairman), Williams, Shadbolt, Lelievre, and Duxbury. 0 NUKU ROAD DIVERSION. Messrs J. Porter. Glynan, and Hawthorne waited on the Board in reference to the formation of the above road. After considerable discussion, tbe following terms ware submitted : — That Mr Glynan receive £10, and Mr Porter £20 per acre for their land through which the proposed diversion will go, Mr Glynan stipulating that the old road be left open ss far as his place, and that Mr Hawthorne, in addition to receiving £10 per acre, receive a further sum of 25s per chain for the fencing on both sides of the road through the property of which he is the lessee, the fence to be a legal fence, and subject to the approval of the owner of the land, Mr J. Porter. These proposals being submitted to the Board, these gentlemen withdrew. Mr Felt ham then interviewed tke Board ■in reference to his letter, drawing attention to tbe impassable state of the road near
his place, and stated that if the Board would have the work done, lie would pay half the cost of the same. It was resolved to do what was requited at, once. Mr Feltham then withdrew. Before proceeding with the ordinary business, Mr Williams drew attention to the fact that tenders for work on the Pigeon Bay road had not been called for, although the clerk had been instructed to do so at the hist meeting. The clerk explained that on visiting the locality he had found that the work would cost more than had been anticipated, and that he had accordingly deemed it best to postpone the matter to the present meeting, when his report would be submitted to the Board. The Board gave instructions that the work should be tendered for forthwith. Some further discussion ensued on tbe delay experienced in obtaining the necessary papers from the solicitors in regard to the arbitration between Mr Imuan and the Board, it being unanimously agreed that if the solicitors failed to do the work belonging to the Board satisfactorily and promptly, that the Board should employ other legal assistance. CORRESPONDENCE. Letters were received from Mr Montgomery. Re Special Grants, stating that he had seen the Minister for Public Works, who stated that owing to pressure of work nothing has as yet been decided, and advising the board to arrange with the Little River Board for the expenditure of the £900 on the road from Mount Bossu.
Writing at a later date, Mr Montgomery informed the Board that he bad again interviewed the Minister for Public Works who had given orders for the transfer of amounts, now in the hands of the Chairman of the County Council, for. works within the limits of the road district, to the Chairman of the board, to be expended in works for which the sums were voted. He regretted the delay which had arisen, in a great measure, in consequence of officials in Wellington not having been advised that the works were under tbe superintendance of a Government engineer, and that the unfinished Provincial matters were not very well understood by them.
A third letter was read, asking for the amount of the unexpended balance for the new road through Mr St. John's property, as no information could be found on the subject; also for the amount in a similar case on the new Okain's road, and informing the board that a sum of £900 had been placed on the estimates for " Diversion of Roads," of which he (Mr Montgomery) desired to get a fair share for this district.
Mr Duxbury proposed, seconded by Mr Williams, that the Clerk be instructed to apply again for all data in connection with road works carried on in this district by the late district engineer.
Correspondence was ieceived from the Borough Council, Akaroa, enclosing an account for work done on Aylmer's valley road, which being a boundary road, the Council looked to the board to pay half the cost, in terms of clause 188 of " Municipal Corporations' Act 1876." Also asking the Board to form about five chains of road from tbe end of the Cemetery road round Rocky point to Checkley's fence, so as to enable bathers and others to get round the point, as, at present, when the tide was up, there was no means of doing so unattended with danger. The Board decided that tbe clerk reply to the Borough Council, consenting to pay half the cost towards the road asked for. The following.accounts were passed for payment:— F £8. d. P. Shadbolt 3 14 0 H. Gordon 2 7 6 H. Edwards 1 11 6 H. Chapman 4 7 6 Insurance 10 0 Widdicombe 4 10 4 J. Everall 51 7 6 H. Edmundson ... 12 19 6 — Maltby 2 10 0 The clerk was instructed to see to the re-forming of the approach to the Domain, where it had been cut off by the contractor in widening the Cemetery road. The Board then adjourned to Monday, the sth inst., at 11 a.m.
