* London, April 30. THE TURKS ASSUME THE
OFFENSIVE.
The Turks have commenced bombarding Poti, Anaclia, and Galatz. The Russian troops have occupied Ismail on the north bank of the Kilia. The Porte refuses to recognise German protection of Russian subjects. THE POWERS CAST TURKEY OFF. The European Powers have rejected the Porte's proposal for mediation. Italy remains neutral.
