(Per Press Agency.) London, April 1. THE PKOTOCOL SIGNED. England has signed the protocol on condition that Eussia demobilise her army. The prospect of an agreement between Turkey and Montenegro is revived. April 2. . The Ambassadors signed the Protocol at the Foreign office. Lord Derby declared that its validity depended upon peace being secured to Montenegro, Eusssia demobilizing her army, and Turkey disarming. Schouvaloff declared that Eussia consented to demobilization, and was willing to enter into negotiations with Turkey, witli a view to mutual disarmament provided the peace of Montenegro be secured. Turkey is reported to be favourably disposed towards disarming, and the institution of reforms. The Times, and the Government organs, approve of the action of the Cabinet, but dwell on the uncertainty of the situation, as everything depends on Eussian sincerity. The Daily News ridicules the whole affair.
