TO' THE ELECTORS OF THE BOROUGH OF AKAROA. ENTLEMEN,—You have elected \JT me to represent you on the Reclamation and Railway" Trust, and this is an evidence of your confidence in me that cannot be otherwise than gratifying, and common courtesy constrains me to acknowledge it. After consenting to be nominated for your Borough, I esteemed it a duty, which I should have discharged with pleasure to wait upon every elector, ascertain his views, and express my own, but deeming it necessary for promoting the objects for which the Trust was constituted that there should be a contest at Little River, my absence from Akaroa on the day of nomination, the day of election, and the intervening days, could not well bo avoided, the same cause induced me to refrain from retiring here, when by so doing, I should have strengthenad the hands of my supporters there, and the objects of the contest have been secured, for, as a condition of support, pledges have been exacted in favour of the drainage and railway that cannot be repudiated with impunity, and it is refreshing to read in the columns of the Press, that " all the candidates unanimously support those works." The foregoing explanation is necessary, that my absence from Akaroa may not be ascribed to indifference. . Further, I think the occasion demands some reference by me to the powers of the Act, The Trust are elected to administer, which are few in number, and of a restrictive character, but this must not be regarded as indicative of illiberality on the part of the House, or the Council. When our petition was presented, it was unaccompanied by evidence of an impartial and conclusive character, demonstrating the necessity, economy, and reasonable practicability of the proposed works, and in the absence of this the House and Council would have failed in their duty by delegating larger powers to the Trust. To supply this omission, to procure this necessary evidence, is the important object of the Trust Act, and ample powers have been accorded for this purpose. Hence the Act should be regarded as essentially preliminary, but as necessary and important as a preamble to a Bell, or a foundation to a house. Finally, I congratulate you on the aspect, that the project we are contending for bears the more it is investigated the more desirable it appears, and opposition there is none, excepting indeed, that of the Little River Road Board, and even that appears to be waning, but were it otherwise, the result would not be imperilled by opposition of that character. The unhealthy fog from our swamps have often obscured the rising sun, but never yet hindred him bringing us summer in due season. In the hope that the Trust will not meet only to adjourn.
