London, January 15. THE FINAL DECISION OF THE CONFERENCE. The Envoys of the European Powers met in Conference again to-day, and resolved upon the time of final communication to the Porte. They re-assemble on Thursday, and if it is then found that the Porte persists in rejecting the proposal of the Powers, the Envoys will withdraw from Stamboulon Friday, and return to their respective countries.
