THE ULTIMATUM OF THE CONFERENCE.

London, December 26. All the European Powers represented at the Conference agreed to withdraw their ambassadors from Constantinople unless the proposals of the Conference, assented to by the Powers, are accepted by the Porte. The Porte was to reply on Dec.2B. The aspect of affairs now is more pacific. It is expected that the Porte will not reject , the proposals of the Conference absolutely, but that it will probably meet them with counter-proposal. . The British fleet is leaving Besica Bay because the anchorage is unsafe. ■ The Grand Duke Nicholas is seriously ill. . The City of New York, with the Colonial mails of November reached San Franrisco on December 12, two days before contract time. The reforms agreed to by the Conference will, if accepted, effect a compromise. They are the division of Bulgaria into two provinces ; the union of Basnia and Herzegovina ; the nomination of three Christian Governors, subject to the approval of the ""* European powers, the appointment of a mixed International Cemmission to be protected by a corps of foreign gendarmes, to supervise the carrying into effect of the _. proposed reforms ; the revision of the Servian frontier, and the enlargement of Montenegro. Lord Salisbuy has demanded from the Sultan the acceptance of the proposals. In case of "refusal, he is instructed to leave Constantinople and withdraw the fleet. London, January 2. The position of affairs has assumed a grave aspect. Porte submitted counter proposals, and envoys met under the precedency of General Iyntiff, and decided to adhere to original programme. Conference afterwards met when 1 .ord Salisbury announced the resolution of the Turkish delegates declining to discuss the question of intercommission, or extension of Servia. The envoys asked the Turkish delegates if their refusal was to be considered absolute, and they promised to refer to Porte. Will give final answer on Tuesday.
