All the European Powers represented at the Conference agreed to withdraw their ambassadors from Constantinople unless the proposals of the Conference, assented to by the Powers, are accepted by the Porte. The Porte was to reply on Dec.2B. The aspect of affairs now is more pacific. It is expected that the Porte will not reject , the proposals of the Conference absolutely, but that it will probably meet them with counter-proposal. . Conference afterwards met when 1 .ord Salisbury announced the resolution of the Turkish delegates declining to discuss the question of intercommission, or extension of Servia. The envoys asked the Turkish delegates if their refusal was to be considered absolute, and they promised to refer to Porte. Will give final answer on Tuesday.
