No such discount has yet in Sydney, or I believe elsewhere, been submitted..to by the Commissariat or other departments ot the British Treasury. smji.ll • Treasury Bills, in private hands, may of course find iheir way through means of persons ignorant of business into the ham's,of usurers, who Would take advantage of inexperience ' but I appeal to rhe gentlemen connected wiifa she public service, when I ask whether, at any time, in Sydney, such an indication of stupidity as issuing Goverutnedt paper at such a discount has ever been displayed.
