Infant Mortality.

MR SEDDON'S REMEDIES,

In common with other newspapers in the colony we have received from Mr Seddon a long memorandum with regard to the prevention ef infantile mortality. In a covering letter he says: . " The decreasing birth rate and its disastrous effect calls for instant and serious consideration of what is of paramount importance, viz., the death rate of infants of our colony, which is almost startling.' Perhaps the conclusions I have arrived at, and which are now submitted may be imperfect and may extend the functions of the State further than many persons will support, but where affliction and sorrow can be prevented our best efforts are necessary." In the memorandum Mr Seddon points out that in 10 years 20,000 children under five years o'.d have died in the colony. He recommends legislation to provide for (1) registered midwifes, some of those in each centre, to give their services to poor people gratis : (2) State homes and' foundling hospitals ; State nurses for the poor ; (4) training of nurses ; (5) prevention of cruelty to and neglect of children ; (6)] day homes for children; (7) maintenance of illegitimate children.
