A The mihutes of |he previous meeting werei read and confirmed. ."'- - ? f The outward ; correspondence was read and approved. ,;-""• T\~\ Inward correspondence was read and: dealt with as follows:—, - -' , ... c —From Mr F Gorman, requesting, that the Council concrete the gutter in front of his botel, as he intended to cement the footpath. On the motion of Or Spencer, seconded by Gr Appleton, it was resolved that Mr Gorman be informed that the Council intends to contrete the whole of the gutters in the main street, as soon as funds are available. —From Mr R Hay, enclosing signed certificate of expenditure in connection with the water scheme. —From Mr G H Stephenson, enclosing copy of a report of the annual meeting of the Cromwell Hospital Trustees.
—From Mr G Facbe, secretary Dunstan District Hospital, stating that a question had arisen as to the validity of the late election of trustees by local bodies, and that the advice of Mr Hosking, of Dunedin, had been taken in connection with the matter. Mr Hosking stated that the elections were bad, as the local authorities were not entitled individually to appoint trustees, as was done; but that seven trustees should be elected at a meeting consisting of representatives of all the local bodies concerned. It was suggested that the local bodies should nominnte seven gentlemen to fill the vacancies, and if only seven were nominated there would be no necessity for a meeting or an election, At present •here was a deadlock, as there were only two validly-appointed trustees—viz, those elected by the contributors. Oa the motion of Or Buchanan, se» conded by Or Schaumann, it was re solved that Cr Spencer be appointed to represent the Council for the purpose of electing trustees of the Dunstan D strict Hospital, and that he be empowered to nomitate Messrs E M'Manus, W S Laidlaw, W C Pitches, J Smart, B Naylor, jun, Jas Wilson, and H Edser as trustees of the institution.
—From the Secretary to the Treasury, Wellington (in reply to the Council's communication regarding the further loan of £700), stating that in addition to striking a further special rate, it was necessary for the Council to forward the Mayor's certificate to the effect that the original loan has been entirely and exclusively expended on the works for which the loan, was raised, and has been found insufficient to complete the said works, and that the further expenditure contemplated is covered by the previous consent of the ratepayers.
—From Mr A Kennedy, asking that he be allowed the temporary loan of two 3-inch pipes, he guaranteeing to return same in good order whenever required. A majority of -the Council decided that the request be granted. It was resolved that the formation of Bantry-street be completed, and that property-owners who are taking water across the street be notified that they had better connect with the mains.
It was resolved that a stand pipe be placed at the lower end of the recreation reserve.
On the motion of Or M'Matb, seconded by Or Laidlaw, it was unanimously resolved that a charge of 5s per week'be made to any person using water direct from the mains without having a proper connection. Some discussion tock place in reference to the intake at the reservoit, and, finally, it was resolved, on the motion of Or Appleton, seconded by Or M'Math, tbat a concrete block, nine inches in height, be placed in the race, Mr Rivers to be consulted in the matter; and that the deputy-mayor, Ors Schaumann and Appleton be appointed a sub-committee to see that the work was done.
"A. resident near the Manuherikia Road applied for the use of water from the Borough race, on the U3ual terms. On the motion of Or Ryan, seconded by Or Buchanan, it was resolvpd that the application be considered when arrears for water rent were paid. After some discussion in connection with the turning off of the town water supply, it was resolved, on the motion of Or M'Math, seconded by Or Buchanan, that the matter be placed in the hands of the Borough solicitor to take what action he thinks advisable.
It was resolved that all uncollected rates be placed in the hands of the Borough solicitor for collection.
The statement of balances was read as follows:—Dr General Account, £844 lis 7d; Dr Waterworks Loan Account, £857 5s 4d ; Or Interest Account, £471 17s; Or Charities Account, £lll 18s 8d; Or Cemetery Account, £54 6s sd; Or Contractors' Deposits, £5 15s 9d; Or Library Ac£2 Is 3d ; total indebtedness, £855 17s lOd, A vote of thanks to the chairman concluded the meeting.
