Vincent County Council- «. The ordinary meeting of this council was held in the Council Chambers, Clyde, on the 23rd inst, when the i following-mentioned councillors were lin attendance :—Ors Horn (chairman), Kane, Butler, Laidlaw, Heaney, M'Whirtef, Rutherford, and Pitches. The minutes of the previous special meeting were read and confirmed. The minutes of the previous ordinary meeting were read and confirmed. CORRESPONDENCE. The inward correspondence was read and dealt with as follows : Mr Bennet, M.H.R, wrote saying Sir J G Ward had promised to consider the question of bridging the Olutha River when the Estimates were being prepared.—Received. A copy of the Small Birds Pest Act was read. The chairman thought the Act went too far it applied to inland districts. It meant continuous poisoning for some six months of the year. Crs Butler and Kane thought poisoning might be beneficially continued during seed-sowing season. In answer to Cr Rutherford, the Chairman said that it was compulsory with local bodies to supply poison, and levy a rate to cover the cost. Cr Laidlaw maintained that the proper kind of poisoned grain had not yet been discovered, Cr Rutherford stated that the poisoned groats were a complete failure. The wheat was more successful.
Cr Heaney said that wheat poison was a success in his district. People had poisoned 300 birds with the wheat supplied by the council.
Mr Bennet, M.H R, wrote enclosing Sir J G Ward's reply re telephonic communication between Ophir and Ida Valley. The Postmaster - General wrote, stating the conditions on which the telephone would be established.— Consideration of the reply was allowed to stand over.
Daniel Stafford wrote asking for poisoned wheat, and stating that a neighbor of his had killed thousands of birds with the poisoned wheat.—Received.
The Secretary of the Golden River Gold Dredging Company wrote asking for a subsidy on cost of forming road to the company's claim. A. memo from the clerk went to show that this company had been paid a subsidy for the road.
Cr Butler said this company had never claimed a subsidy on the works done. Other companies used the road formed by the Gold River Dredging Company.
The Clerk read a minute in which Or Butler had moved—That £2O be voted to the Golden River Gold Dredging Company as subsidy on formation of a road. The motion was seconded by Cr Partridge. Resolved that the secretary of the Golden River Gold Dredging Company be informed that his company had already got the amount of subsidy due to them for road formation. Department communications were read and received.
Mrs Periiam wrote asking permission to put a gate upon a disused road.
Cr Heaney moved That Mrs Perriam be given permission to erect the gates where requested on condition that she agree to remove those gates when requested by the council to do so. Seconded by Cr Butler, and carried. Robert Bruce wrote asking permission to put pipe under the ClydeCromwell road near Cromwell.— Granted. A circular from the Government Life Insurance Department was read and received, and the clerk was instructed to forward what balance was due to the department. Booth and Macdonald, manufacturers, Christchurch, wrote re Ophir waterworks and windmill at same. The firm's expert reported to them that the works and attention thereto were sorely neglected. . Or Rutherford said that when the expert was there he (the expert) put the mill to far in order as to show its power to lift water into the reservoir. Cr Pitches thought there may not be always a full supply of water at hand to give the mill a chance. Cr Kane said that Booth and Macdonald should be asked to state a price for putting the mill in order. Cr Laidlaw: Cr Kane's suggestion would not fill the requirements, since it would still be possible to allow the mill to get into disrepair through neglect. I would not support a further expenditure upon those works until the residents assure the council of their willingness to attend to the mill in a reasonable manner. Cr Butler: The council has a previous decision minuted to the effect that no further expenditure be made

Cr Pitches: The works have never been taken over by the people of Ophir. The trouble is in the weakness of the pipes, as they were frequently bursting. The residents were powerless to remedy this evil.
The dinner adjournment was agreed to.. The council resumed at 7.30. The discussion on the Ophir waterworks was resumed. Cr Rutherford thought something should be done as it was not nice to see all the property lying waste. Possibly the council would give assistance towards improving the scheme of water supply. Cr Laidlaw : If a water race were procured the council might assist in putting it in a fair state of repair. Cr Kane: A sum should be voted for the purpose of executing repairs to the present works,
In reply to a question, the engineer stated that the Ophir reservoir held 50,000 gallons of water, and it would take three days pumping to fill it, with the present appliances in repair. Or Butler moved—That half the I cost of repairs to the Ophir water t works be voted by the council, proI vided the other half cost be paid by I the inhabitants, who would then take j over charge of the works and free the council from further liabilities.
Seconded by Or Laidlaw and carried;
The manager of Galloway Station wrote drawing attention to neglect of the public in refusing to close the gate of boundary of the Galloway and Olrig runs. There was no surveyed road where the gate was erected. Resolved that the engineer be requested to have a swing gate erected as suggested by the owners of the adjoining runs. Resolved—That O'Oonnell, Bros, Nevis, be granted permission to carry out deviation of road as asked for, on the condition of depositing £lO, and completing the work to the satisfaction of the road inspector. Resolved that Elliot Bros, contract be determined, the deposit forfeited and fresh tend era be called for the work immediately. Leslie Arthur wrote asking the council to object to the granting of a residence site to Pearson on the ClydeCromwell road, as the presence of a site there would block up access to the only available quarry on the road.
Resolved that the -Warden be asked to stipulate for a roadway when issuing Pearson a certificate for a residence site.
Resolved that the road inspector have the road to old Ardgour Station put in a state ef repair. Martin Isbister, Ida Valley, wrote about the road channel along the main road, Ida Valley. J Ftannery wrote enclosing account for'repairs to the same channel.
Or Rutherford asked if the engineer would visit the site of the channel and report to next meeting of the council. Plannery's account was referred to the road inspector for a report. R Love was granted a month's ex« tension of time in which to complete contrast No 496, but Love's request for consideration owing to bad weather experienced was declined.
Chun Dun wrote about a road to his section, near Cromwell.
Resolved that Chun Dun be informed that the council cannot see its way to form a road to his section as he already had access to his section by a good road. Prank M'Kenzie, Clyde, was given permission to fence off' 10 yards of the Clyde bridge reserve at the pleasure of the council.
H Tohill was granted an extension of time in which to complete his contract in Dry Gully, Alexandra. A statement of costs of the licensing committee in Lake County was read. The statement showed that the cost of administering a portion of the Vincent County amounted to £2l Is Id.—Received.
"W Holt, Clyde, wrote asking for a subsidy of £io by way of covering half-cost of forming a road to his coalpit at Shepherd's Flat, Fraser River.
Or Butler moved—That Holt be given a sum of .£ls by way of subsidy to formation of the road to bis coalpit, the money to be expended to the satisfaction of the road inspector.—Seconded by Cr Kane and carried. A Clulee, secretary Otago Benevolent Institution, wrote as follows: Referring to Mr James Marshall's letter re the sending of Chinamen, now in receipt of charitable aid, back to China, I am directed to ask if your council have any suggestion to make in the matter. In the meantime you will oblige by letting it be known that any Chinaman, how in receipt of charitable aid from this institution, who wishes to return to China can be sent thither on condition that he raises and hands to the institution one-half the cost of his passage. Mr Clulee wired stating that Chinamen in receipt of charitable aid must pay £6 at present as half passage money.—Received.
The Chairman's report was read and adopted. Ferry traffic returns for July and August were laid upon the table. The County Treasurer's Statement of transactions in the County Fund Accounts for the preceding two months was read and approved, FOUR-FARTHING RATE. Cr Butler moved—That the rate for the ensuing year be four farthings in the £ on all rateable values within the county. —Seconded by Or Heaney and carried. Resolved—That Ors Pitches and Laidlaw be authorised to sign the rate book for 1903-4. Resolved that the council go into committee to deal with tenders and charitable aid. On resuming at open board the chairman read the report of the committee as follows: Contract 498—That no tender be accepted, and that the engineer be instructed to have the work done by day labor. Aitken and CloustoD's tender was £B2; M'Connocbie and Gye's tender £125. Contract 499—Resolved that G Carlston's tender of £3 5s per day be accepted. Pitches and Sinnamon tendered £4: per day. The council adjourned till 9<30 next morning. Thursday's Sitting. The adjourned sitting was resumed at 9.30 a m.
The Engineer and Road Inspector's reports were dealt with. The engineer was empowered to allow Mr Kloogh, Lowburn, any reasonable compensation for the land that may be taken in the proposed
I deviation of road. Resolved that the footbridge at Poolburn be replaced by a new structure. Re Lindis River bridge, it was decided, on the suggestion of Or M'Whirter, to instruct the contractor to stop delivery of timber, as it was important to alter the plans of the ..which, if it had been erected previous to the recent flood, would have been. carried away.
The road inspector was empowered to have six chains of road at Makarora Valley put in a fit state of repair. Resolved that the sum of .£22 be sent to the Rising Sun Gold Dredging Company as payment for work done in forming and repairing roads in the vicinity of the company's claim. The council complained of the continuous practice of driving at other than a walking pace over the bridges within the County.
Or M'Whirter stated that it was unpleasant to note the way in which the County bye-laws were ignored. The police should be asked to take action in enforcing respect of the byelaw regulating the pace on bridges. Or Pitches asked that a horse trough be put up on the waggoners' camping ground. He (Or Pitches) thought he could collect sufficient to defray cost of the trough.
* Cr Laidlaw considered it the council's duty to erect a trough to hold water for the horses.
The chairman said the waggoners should camp in the domain.
Or Pitches would oppose any such change, as it would mean the ruin of the little grass which occasionally grows over the domain.
Or Butler moved—That this council put up a water trough (at Olyde) for waggoners' horses at a cost of not more than £5.
Seconded by Cr Pitches, and carried. Or Heaney asked when the engineer intended doing the work of forming the road to Mount Pisa station. The engineer had spoken to Mr Scaife about the matter. >Mr Scaife was not in a hurry to have the repairs carried out. The work would be done next winter.—Agreed to. The chairman read a telegram which he had just received from the Hon J M'Gowan, congratulating the council upon the successful completion of the Clyde waterworks. The council adjourned to committee to deal with accounts.
On resuming at open board the re port stated that accounts amounting to £2340 13s 8d were passed for payment.
Cr Rutherford moved—That the council vote the subsidy required towards the cost of establishing telephonic communication between Ophir and Ida Valley Or Kane seconded the motion.
Ors Pitches, Butler, Laidlaw and the chairman supported the motion, which was carried. Or Pitches moved—That £3O be voted for repairs to the Little Valley Road. Or Butler seconded the motion. The road inspector stated that the road required repairing.
The motion was carried. Or Pitches tasked if the council would authorise the engineer to find out the cost of a hose reel.
The engineer was instructed accordingly-
John Dickie, jun, applied for permission to use any spare water in the Waikerikeri Creek.
Cr Pitches thought the town of Clyde would require all the available water.
The chairman said the hospital would have to be supplied through an open race.
Cr Piches: The hospital supply should be assured. There is all too little water flowing to the institution.
Cr Kane: We should not allow farmers to interfere with the watersupply. We can form some idea of the abuse that would ensue.
Cr Pitches thought this matter should be allowed to stand over till next meeting. The engineer was empowered to prosecute any person or persons found interfering with the town water race. Further consideration of the question was deferred till next meeting. The council then rose.
