Mr Taylor: " The only way to make the Premier keep his promise is to lock him up till he has fulfilled it." "If the Premier was locked up with the hon member I know which of us would want to get out first," was Mr Seddon's reply/ The Government are considering the question of bringing down a Bill dealing with the question of licensing private hospitals. A Bill is being prepared making provision to compensate secondary schools which receive a small income from endowments by proportionately increasing the grant for free places. The whole question of the insurance by the Government Accident Insurance Department of shipowners against liability under the Shipping and Seamen's Act is under consideration. During the year ended 31st March, 1903, Ministers spent £1 356 in travelling allowances, and £1 436 in travelling expenses. The amounts spent by the various members of the Government were as follow s:—The Premier, travelling allowance £l4B, travelling expenses £282 ; Sir J G Ward, £225 and £466; Hon J Carroll, £290 and £156; Hon W Hall-Jones, £l7l and £75; Hon W C Walker, £94 and £103; Hon T Y Duncan, £l2l and £6o;Hon OH Mills, £l4B and £198; Hon J MGowan, £157 and £93. The question is being constantly asked whether it is Mr Seddon's intention to remain in New Zealand. He answered that question recently in the course of the State Eire Insurance Bill. "It has been repeatedly said during the past ten years," he remarked, "_that the country is T tired of me, but here I am still, and here I intend to remain. My health is good—never was better—and lam still pres>ared to serve &e celony."
