Two letters were read from the engineer, Mr Hay, with regard to the testing of the pipes before being covered, and the appointment of an inspector in connection therewith. It was suggested that the town clerk should be appointei inspector. Cr M'Math thought that an expert should be employed to watch the tests and inspect the pipes, and that the cost should be borne by the engineer. Or Ryan was of a similar opinion.
