BALKAN NATIONS CHARGED BREACHES OF HUMAN RIGHTS (N.Z.P.A.-Reuter— Copyright). (Rec. 9.35 a.m.) THE HAGUE, Feb. 28. The Slav bloc rallied to support Hungary, Bulgaria and Rumania to-day when they were charged before the International Court with having failed to implement the human rights clause in their peace treaties. The United Nations General Assembly had asked for the court/s advisory opinion following a decision by the Assembly in which “deep and increasing” concern was expressed at reports of the trial of prominent church leaders, including Cardinal Mindzenty, of Hungary. Statements were read in court from Russia, Czechoslovakia, Ukraine and Byelo-Russia declaring that neither the United Nations General Assembly nor the International Court was competent to deal with the problem, which was purely domestic. Britain and the United States, which made the charges, submitted statements saying that the case did not concern the merits of the allegations against the three countries, but only steps to be taken to investigate them.
