WARSHIPS FOR RUSSIA
NEGOTIATIONS' IN AMERICA. (United Press Association—Copyright.) (Received This Day, 12.25 j>.m.) NEW YORK, August 8. The “New York Times” states that a Russian Commission is seeking to arrange for the construction of battleships in.the United States to overcome official objections, and is negotiating for a. 35,000-ton ship armed with nine 16-inch guns as a preliminary to 1 purchasing three similar vessels at a cost of from 100,000,000 to 200,000,000 dollars. The Commission is studying American methods’ of manufacturing armour plate, and has invited American technicians to assist in establishing plants in Russia.
