FRANCHISE IN INDIA.

RESPONSE TO THE MASSES. An official report on the recent elections to the new Legislature in the province of Bihar, India, is an illuminating commentary on how India’s newly enfranchised masses exercised the vote. In the elections for the Lower House, it is stated, 59.2 per cent, of votes were recorded, and for the Upper House OG.I per cent. Impersonation of voters was considerable, but loss common than was expected, and the recording of votes by post is described n.s having revealed defects. Not altogether surprising is the fact that aboriginal men and women workers recorded a higher percentage of votes than their more sheltered sisters.
