LONDON, October 7. Colonel Repington says:—"Genera] yon Arnim's memorandum shows that tho German army has been reduced to iho defensive, and-has become greatly bedraggled. It is mainly occupied ia escaping the British blows. His report was not meant for tho world's eyos, ]oat,t oi" all for ours. Before sowing this report, we were ignorant of the paiticular direction in which we were hurting the Geimans most. We now know. These admissions shW that the Gorman army is weaiing' oyt,b under the constant strain and ' tho steady exhaustion of her man T pbwer and material. This is a priceless confession. It proves that the Allies have adopted ibo best strategy and tactics., to sicken the Germans of their ■ wary and tame them." " . i
