(Received October 7,--11.25 a.m.) LONDON, October 6. An official notification states" that private building must bo restricted. The inconvenience is unavoidable, con-; sequent on the nation's urgent need. Many munition factories flxo in course of construction and .require more labour. At the same time,-every available man must be released for tho Army and Naivy. The necessity for restriction in private buildiug is greater because the use of constructional steel limits the--supply of material which ia essential for the prosecution of the war.
