MINISTER'S REPLY TO COMPLAINTS.
WELLINGTON, October 4
The Defenco Minister has been informed that somo dissatisfaction has been expressed by soldiers in camp concerning the now arrangement for the distribution of commissions, by which more' opportunities are given to the men who have been on active servioe. 'The non-commissioned officers in training complain against so. great a reduction of; opportunity here. Mr Allen explained to-dn.y that a certain number of commissions woiild be kept for Territorial officers and for non-coms, who have qualified in camp. Altogether there will be 45 commissioned .officers in every draft. Six commissions will be filled by appointment at the front, six will be given to noncommissioned officers returned from the front, 12 of the positions will go to officers sent back by General Godley from tho front, 14 will go to officers of the Territorial fnrco, "~if so many suitable officers an - offering, and the remainder of the commissions will go to non-coms, trained in camp. The balantv of opportunity is now certainly in,favour of the ihea ou nctivp service.
