< (United Service Message.) LONDON, October 4. Mr Jeffries, writing from Canca, states' that the . Provisional Government at Crete is working smoothly. The judicial authority has beea .restored. A Venezelist force before dawn yesterday sailed for Samoa Island, determined to attack and subdue it if necessary. The garrison of Samoa, surrendered, tho officers were disarmed, and tho police joined the Nationalists. \
