EUROPE'S OBLIGATION TO BELGIUM.

President Poincavc, in welcoming the new Belgian Minister, paid a tribute to King Albert, describing him as "the personification of honour." The President added:-—" Unless Belgium recovered her full independence and satisfaction, ineffaceable shame would soil the annals of Europe."
