The "Tribune," in a three-column leader analysing the war, says:—"lt is patent to the least-trained military eye that Germany is beaten. She had a chance, but failed to win. She did not succeed in crushing unprepared and inferior foes, who are now superior in t numbers and preparation. The Allies are bleeding her, while they no longer have the smallest doubt as to tho outcome, although few expect peace before 1918.

"Meanwhile, we are looking on Germany in defeat, and evidences of defeat mount daily."
