The leading Berlin . newspaper:; give prominence to a manifesto issued by the People's Committee, for the Sp<£dy Defeat 'of England. It say?;:--' The military and economical investment oi our "peoples is ever growing more stringent. Now countries are openely joining our enemies. We must be prepared to see other States doing the same. Neutral States who will not commit, military hostilities are forced into * economic' hostilitcs. Peace .is further off than over. England's strength is still -unbroken, and she prevents the Allies from seeking a separate peace. Tho only way to conquer Engiftnd is by a sharper application of war on the sea and in tho air.
