CHRISTIANIA, September 21. Ttie ''SokialDeinokraik'.n" states that the Allied blockade policy has been so strengthened that there is a feeling that Scandinavians already on a war footing. The journal blames its own Government, the commercial policy of which has not been able to gain the belligerents' confidence.
