TIONS
BILL PASSES FIRST READING
(Received September 22, 11.5 a..1n.) MELBOURNE, September 22.
In the Senate, Senator Ferricks drew attention to the censorship. He said it brought home'to the people the extent of the despotism in a free country. Telegrams " between Labour officials were never delivered, and even telephone messages were tapped. Unless the conscription campaign was conducted, on fair'lines, he feared . for . the 1 peace of Australia.
Senatot Pearce said it was. necessary to combat the efforts of German spies. .Ho knew Gorman money was available here. Already a circular had been hold up which had been issued this year by Berlin spies to their Press agents here, advising how to sway public opinion and defeat the effect of tho resolutions of the Paris Economic Conference. Tho Government now had these men safe in a certain place. , The Referendum Bill passed its first reading by 21 votes to 9.
