BRITAIN EXPRESSES REGRET

WASHINGTON, Sept. 20. The British Embassy has expressed regret'for'the searching, off the Philippine' Islands, of the- Efteamer Cebu, when within territorial waters. A fog misled the British commander.

The Ce-bvi was stop]>ed because the British believed that German plotters recently active in Manila and fermenting a. revolution in India were aboard. Britain protested rgainst the plotters being allowed tp remain .-. in Manila,' heavily subsidised by Germany, but the United Sta-tov as yet has' not taken any action. .
