(Received September 19, 9.10 a.m.) ROTTERDAM, September 18. Berlin is- bitterly disillusioned. Following the ivaisor's melodramatic Dobrudja telegram to the Empress, the newspapers flaunted great headlines, the city was beflagged, and there was hysterical rejoicing. "The people eagerly bought later editions of the papers, expecting news of great hauls of prisoners and gunu, but only found the Sommo disasters— the loss of Flors, Martinpuich, and Courcellette, which the military exports had just declared to be impregnable.

The rejoicings ceased. There^ was much bitter comment at the Kaiser raising false hopes, and Berlin went to bed gloomy arid dispirited.
