PREMIER'S STIRRING EXHORTATION.

MELBOURNE, Sept. 18. Mr Hughes's* manifesto, referring to the Government's forthcoming financial proposals, omphosises the necessity for sacrificing both men and wealth for the welfare of the State. "The Governmout," ho says, "will not hesitate to call upon wealth to bear equally the sacrifice with manhood. No man will bo allowed to make a profit out of the y/ar." , . The manifesto concludes:—"lf Aus- : tralia fails on October 28, Democracy I and Labour will have failed. Australia must not fail. In the name of Australian Democracy I adjure every man and woman to vote 'Yes.' "
