Londojt, February 27. The Queen opens the Imperial Institute in full state on May 11. RUSSIAN MILITARY PLANS, The Vienna correspondent of the " Standard " says that Russia has plans perfected for landing 40,000 men at Constantinople if is thought desirab c. He further asserts that the Turks would be quite unable to prevent a landing, as their largest men-of-war are rotting in the harbor and have no guns on board, while no British force could arrive in time to prevent' the expedition securing a footing.
