THE NEW GOVERNOR.
London, February 23. The Hon. Robert W. Duff, Governor of New South Wales, is a relation of the Duke of Fife, and very rich. It is believed in official circles that the Queen will confer a high distinction on him. MR PERCEVAL IN DEFENCE. Mr W. B. Perceval, Agent-General for New Zealand, denies the statements published by Mr Wilson, <of the " Standard," that New Zealand is slyly borrowing, and states he never hypothecated that eight hundred thousand pounds'worth of four per cent stock was held in reserve. He also denies the existence of any responsible scheme consolidating loans by issue of 3| per cent New Zealand Government stock.
