Washington, February 23. Mr J. L. Stevens, United States Minister in Hawaii, in a despatch to his' Government, declares that the Princess Kaiulani is wholly under British influence. The Hawaiian Commissioners to the President are returning to the Island. Ihe resident: of Hawaii report that England and Germany have been planning for years to possess the islands, and their Consulates have armed the natives and incited them to oppose the Americans.
