[per press association.] Londow, February 21. The Electoral Registration Bill was introduced to-day in the House of Commons. It abolishes the rating qualification, and the residential period is"to be three months. Professor Goldwin Smith has expressed the opinion that Ireland will remain a- assal to England, but eventually will become independent. The HSt. James' Grajsette " asserts that the payment of members in the Victorian Parliament utterly failed to secure representation of the masses. February 22. Dr Kane has issued a manifesto to ■the Orangemen and Loyalist in Ireland, claiming either the retention of the present union with Great Britain or freedom to direct their own course amongst the free people of the ■world. It adds that they should resist to the death any attempt to force a bastard combination of th^ two. (Receivstt February 23, 10 30 a.m.) London, February 22. The result of the North Meath election was Gibney (McCarthyite) 2635, Mahoney (Parnellite) 2376.
