BOROUGH COUNCIL.
The fortnightly meeting of the Ashburton Borough Council was held l»st evening. Present—His Worship the Mayor (presiding) and Ors Duncan, Orr, Flower, Paul, Anderson, Jones, Scaly and Ouihbeite.n. FINANCE. The Mayor stated thnt the debit baJai cc at the bank stood at £832 16s 51, The income received from all sources since lsst meeting amounted to £4010s ?d. Of this sum £i 93s was from rates ; £15 5s 2d refund from Upper Ashburton RoaH Board ; £2 from dog licenses ; 10s for a servants rpgi^ter license ; 6s for a hawker's license ; library account 16s ; reserve rents, *2 10a. MOORE STREET CROSSING. The Railway Commissioners %rote acknowiedging receipt tf the Council's letter re Moore Street crossing. FIRE INSPECTOR, The Fire Brigade notified the Council of lha election of Mr J. H. Pauling to the position of lieutenant of the Brigade, and recommended that he be appointed lire inspector in place of Mr J. J. O. Quano resigned. The appointment was unde. engineer's rkport. The Engineer's report was read as follows : - Labor Gang.—The l>ibor guig have been engaged during the p»Bt two weeks in watering streets,ploughing grass off Muore street ani rarling to sections, clearing grass off west side of East street, cutting thistles off streets, cleaning side channels, repairing culverts and making and putting in new channel bridges, shingling streets, repairing the traffic bridge, clearing rubbish from stceets, attending to the water supply and other maintenance work/ Fence round Baring Square.—The contractor has completed the painting of the fence round Baring Square, West, satisfactorily, and tho account for the work is presented for payment to-night. Water Supply.—The caretaker at intake of mill race reported to-day that the north branch of the river is nearly dry, and the County Engineer has been interviewed with reference to bringing water from the south branch. The matter will have been brought before the County C junciJ to-day. The Clerk reported that he had interviewed the County Engineer on the question of the water supply, and had been informed that steps would be taken at once to establish the connection between the north and south branches of the river. The,report was adopted. inspector's kepokt. The report of the lusp«ctor of Nuisances was read. It was only formal. THB LIBRARY(Jr. Orr asked what was tho position of the Council in regard to ihe library'? He asked this question with the object of taking steps to get rid cf the library altogether, as ii seemed to him to be a dead failure as it now was and a white elephant to the Borough. Cv Paul, as a member of the Library Committee, would regret if any such* eteps were taken. He had even intended to a^k for an addition to the books, as •the recent additions had been very popular. Ihe library brought within reach of many people books they would not otherwise be able to obtain. He would undertake to bring up a report on the whole question of the library, from the time when it came into the borough's hands, and the conditions attached, up to its present position. This was agreed to, and it was further derided to add Mr C. W. Purnell's work on the " Intelligence of Animals " to the book list, servants' registry. A servant's registry license was granted to Mr William Adams, and a hawker's license to Me William Green. ACCOUNTS. Accounts to the amount of £120 were passed for payment. The Council then sat as a DOMAIN BOARD.
■ The Ariel Bicycling Club wrote enclosing a cheque for their share of track formation as agreed upon—£6 ss. The Swimming Club wrote asking that the hour "from 12.30 to 1.30 be set apart as an hour during which hdies may use the bath. , . A deputation, consisting of Messrs Macpherson, MeddinH, and Mayne, waited upon the Board and asked, in the name of the Ashburton School Committee th-it the hour between 12.30 and 1.30 be set aside fcr the use of the school boys at the bath. It was intended to devote the hour to the nse of the school ohildren, boys and girls on alternate days. It was decided to allow school boys to l»the between 12.30 and 1.30 on Mondays, Wednesdays, and Ffldays; and ladies during the same hour on Tuesdays, Thursdays, and Saturdays. A condition, however, was imposed that the boys be accompanied by responsible teacher. The Domain Committee reported that a satisfactory arrangement had been arrived at as between the two cycling clubs, the Ariel undertaking to pay £4 4s towards the cost of track maintenance. The caretaker was instructed to impound any hor b e9 found at large in the domain. The Boari then adjourned,
