He offers* to visit the colonies, find obtain their assent. He denies that they are not inclined to agree. - " The Times " says that Mr Arnold Morley is mistaken in believing that the adoption of the penny post is de-, barred by the provisions of the Postal Convention. EMIGRATION FROM ICELAND. London, February 13. Two thousand Icelanders are emigrating to Manitoba, and the whole population is anxious to follow. THE OAMARU DEFAULT. The Oamaru bondholders have signed an agreement to accept 5 per cent interest instead of 7 per cent until the new consolidated corporation loan of £175,000 is issued.
