In the House of Lords Lord Rosebery, Foreign Secretary, said that Sir Gerald Portal, the British Commissioner in Uganda, was allowed a free hand, aud was empowered to take over the British East African Company's force. Mr Labouchere's amendment to the Addresa-in-Reply, expressing a hope that Sir Gerald Portal would not be invested with increased Imperial responsibility in Uganda, was withdrawn. Mr Asquith, Home Secretary, has introduced a Bill in the House of Commons, dealing with the question' of the liability of employers in cases of accidents happening to their workmen. Mr Shaw Lister (Liberal) and Mr Arnold (Conservative) have been nomi» nated for the Halifax seat. The election, of a member to represent Burnley in the House of Commons, in place of Mr Jabez S Balfoar, took place to-day, and resulted in the return of Mr Philip Stanhope,~the Liberal candidate.
