NEW CALEDONIA.

Paris, February 6. In the Chamber of Deputies to-day a debate took place on the French Colonies. The Under-Secretary for the Colonial department favored a revision of the laws of New Caledonia, as the presence of criminals prevented emigrants from proceeding there.
