[PEE P&KSS ASSOCIATION.] Napier, February 1. j At a meeting of the Counsil of the Hawke's Bay branch of the National Association the following resolutions were pasted :—(1) That in the opinion of this Council, the electoral system in New Zealand v should be reformed - in the direction of placing the franchise in the hands only of the permanent residents of the Colony, and that with this view no person should be entitled to the franchise who has not resided in the Colony for al - least twelve months; that the Council v further or opinion that the system of one-man-one-vote should be consistently carried out both in the towns and in the country; that the system of votingshould be by electoral rights. (2) That this Council desires to plsci on record iis protest against the injustice of encouraging indiscriminate immigration, by which large bodies of unemployed are induced to come to New Zealand to their own detriment and that of the working men resident in the Colony. (3) That this Council desires to express its opinion that there i* urgent need for settlement of the Kativa land question, and that the settlement would remove what is at present a scandal to the legislation of the Colony ; the Council is also of opinion that the settlement of this question would afford a great relief to the taxpayers .of the Colony, and wouli materially increase the demand for labor and add to
