PAPAL ALLOCUTION.
At a consistory of Cardinals, the Pope delivered an allocation ccntrasting the treatment of the church in tolerant countries, with the bitter and increasing persecution to which it is subjected in Italy. He said that the claims of the Papacy to temporal power were not due to human motives, but that such power was necessary for the maintenance of the Catholic faith.
