X (PBR PRESB ASSOCIATION.) Sydney, December 25 Intelligence received from Noumea relates a grave political scandal. The Colonial Secretary is charged with forging documents m connection with the recent elections. The Governor is accused of mixing himself up m the elections, and using his influence m favor of the Clerical party. The excitement still continues with regard to leprosy, and it is asserted that 5000 natives are infected with the disease, also four whites. J
