New Yore, December 8. The " New York Herald" asserts that a Catholic Bank is being formed, under the auspices of the Vatican, with a capital of twenty millions. The head* quarters are to be m America, with branches m Italy, London, Australia, and everywhere. The Duke of Norfolk is mentioned as President of the English branch. The statement is looked upon with doubt, and is not believed to be authentic.
