London, November 18.! The "Times" says that a little punctilio ought not to deter Sir Henry Parkes from accepting Mr Gillies' proposal to discuss the federation proposal; should this not be done Federation will prove only a dream. The "Times" adds that the Federal Council is" not competent to deal with the question of common defence, and that' when a solution of this matter was urgent, a federal council of sovereign or quasi • sovereign attributes wvuld be necessary
