Mr Gillies, Premier of Viotoria, replying to Sir Henry Parkep, urges that the Federal Council is competent to deal with the question of defence, and he •gain invites New South Wales to join ia the discussion of this important matter. He insists that Sir Henry Parkes' Dominion should not stop short at the levy of taxes. In conclusion, Mr Gillies states his deliberate judgment is that tha greatest hope of a larger federation becoming a fact m the near future lies m working the means of the smaller federation, which we have m our own hands,
