SPEECH BY LORD SALISBURY.
London, November 12. In his speech at Guildhall yesterday the Marquis of Salisbury referred lo African affairs, and said that European nations were showing generous rivalry m promoting civilisation, and the recent anti-slavery congress would mark- an epoch m the world's history. With regard to the evacuation of Egypt he contended that the overthrow of Bmin Bey offered fresh proof tbat the' lime was not yet ripe for the withdrawal of English troops,
