The Barl'of Derby m the course ot ms speech at Liverpool made reference to the loss of the "Bill providing responsible Government for Western Australia and said that it was the way to ereatea strong and bitter feeling m Australia to maintain the doctrine that England must keep hold of Australian lands as a dumping ground for English paupers. Parliament was opened yesterday. The Governor m his speech on the occasion, said that it was imperative to study every possible and reasonable means of conciliating the strong opposition m the House of Commons to the Enabling Bill. He also said that Lord Knutsford requested that a delegation should proceed to London to further the passing of the Bill next session. A surplus for the year amoantrng to is anticipated.
