Ootober 16 Signor Crispi, speaking at a banquet m Palermo, the capital of Sicily ,said that despite the complaints and threats wMch from time to time emanated fronn the Vatican, the temporal power would never be restored to the Papacy m Italy. He denied the Italian Government had any aggressive designs on her neighbors. They merely sought to establish the peace of Europe on a firm basis. He admitted there had recently been danger of war breaking out, but he now hoped peace was secured. Italy was desirous of promoting the formation of an independent Balkan State.
